You can try type in run > gpedit.msc (group policy will open) > In Computer Config > Administrative Templates( Expand) > Network >QoS Packet Shud. > Open Limit Reservable bandwidth = Enable it and set it 0% take small effect after Computer restart

you don’t need this for windows 7 to increase speed just stop all update settings for internet like windows update, antivirus updated
